Second story entrance to small building is being installed. Why second story? 802.11 wireless antennas are now on most houses. That is internet or wireless network equipment. Are restrictions being lifted? Army tents are popping up. What's up?? What is the little building north of the temple for??

As for wireless in every house, well the better to see you with.
Obiviously they are not for contact with the outside would.
The Salt Lake City Temple also has a small building detached to the North side (it faces East) called the Annex. Patrons going to the temple enter through the annex and pass underground into the temple proper. The Annex houses offices, a chapel for large gatherings, as well as such conveniences as locker rooms and laundry.
It it necessary to get building permits before starting construction on structures? If so, what kind of paperwork has to be filed--floor plans, etc.?
There are no building permits or restrictions if you build outside city limits. No permits are necessary nor or licenses by electricians, plumbers and other professionals as long as it is considered private and not commercial, especially Schleicher county.

Don't know what building being built on side of "temple of doom" is.
As eariler poster pointed out, it could be anything, office, storage, etc.
One suggestion is that it could be an "endowment house". The Church of Jesus Christ of Latter Day Saints used to have endowment houses which were used to perform marriages. When the church leadership rejected polygamy, the endowment house was torn down.
From D & C of LDS Church: "One case (of polygamy) has been reported, in which the parties allege that the marriage was performed in the Endowment House, in Salt Lake City, in the Spring of 1889, but I have not been able to learn who performed the ceremony; whatever was done in this matter was without my knowledge. The Endowment House was only used because the Salt Lake Temple wasn't completed yet--it was a temporary place to administer ordinances until they could be done in the temple.

Is there anyway you can get night vision for your plane? It seems like when night falls the activity on the ranch begins. During the day it is quiet without alot of work.

Neither, we were trying to figure out what that little building on the north side of the temple was going to be used for. Now shut up the silly stuff and let the people who may have an idea of what is going on get up to bat.

I think it would have to be a lot smaller (perhaps outhouse size) if it were going to be the visitors center.
